Madison, Wisconsin – Sen. Tammy Baldwin (D-WI) has made history as a trailblazer for LGBTQ+ rights, becoming the first openly gay woman to serve in the Wisconsin Assembly in 1992. Since then, she has remained a vocal advocate for LGBTQ+ issues and has played a crucial role in advancing equality and inclusivity at both the state and federal levels.
Born on February 11, 1962, in Madison, Wisconsin, Baldwin faced personal challenges growing up. Raised by her grandparents due to her mother’s struggles with mental illness and opioid addiction, Baldwin overcame adversity to excel academically. She graduated from Massachusetts’ Smith College in 1984 with a double major in political science and mathematics. She then went on to earn her Juris Doctor from the University of Wisconsin Law School in 1989.
Baldwin’s political career began in 1986 when she was elected to the Dane County Board of Supervisors. She served on the board until 1994 and also spent a year on the Madison Common Council. In 1992, she made history by winning a seat in the Wisconsin Assembly, becoming the first openly gay woman to serve in the state’s legislative body. Her groundbreaking election paved the way for future LGBTQ+ politicians in Wisconsin.
In 1999, Baldwin was elected to the U.S. House of Representatives, where she served until 2013 when she made history again by becoming the first openly gay senator in U.S. history. As a senator, she has been an active member of several committees, including appropriations, commerce, science, transportation, health, education, and labor.
Throughout her career, Baldwin has been a fierce advocate for LGBTQ+ rights. She played a crucial role in advocating for the passage of the Respect for Marriage Act in 2022, a federal bill that requires government officials to recognize same-sex marriages. Baldwin’s ability to reach across the aisle and find Republican supporters for the bill highlights her effectiveness as a legislator and her commitment to bipartisan cooperation.
Baldwin’s support for LGBTQ+ rights extends beyond marriage equality. She has been a vocal opponent of bills that would ban transgender women and girls from participating in women’s and girls’ sports teams. In a post on social media platform X (formerly Twitter) in October 2023, she emphasized the importance of creating a safe and inclusive environment for trans kids, stating, “Trans kids deserve to feel safe and welcome in Wisconsin, not discriminated against.”
The rights of transgender individuals to access public bathrooms matching their gender identity is another issue that Baldwin has championed. In an October 2020 letter, she called for the government to adopt protections against discrimination consistent with the Supreme Court’s 2020 Bostock v. Clayton County decision, which equated LGBTQ+ discrimination with sex-based discrimination.
Baldwin has also been a vocal critic of efforts to silence LGBTQ+ voices in schools. In July 2023, she condemned Florida Gov. Ron DeSantis’ ban on LGBTQ+ books in schools, stating, “Ron DeSantis has signed some of the nation’s most draconian and hateful policies into law, including a book ban targeting any stories written by or about LGBTQ+ people.” She has fought against anti-LGBTQ+ extremism from right-wing politicians and emphasized the importance of advocating for LGBTQ+ rights and freedoms.
In addition to her advocacy work, Baldwin has introduced and co-sponsored several bills aimed at protecting LGBTQ+ individuals from discrimination. In 2023, she co-sponsored the Equality Act, which seeks to include sexual orientation and gender identity in federal anti-discrimination statutes. She also co-sponsored the Tyler Clementi Higher Education Anti-Harassment Act, which would require colleges and universities to enact anti-harassment policies that include sexual orientation, gender identity, and cyberbullying. Furthermore, she co-sponsored the LGBTQI+ Data Inclusion Act, which would require federal surveys to include questions on LGBTQ+ identities.
Despite facing opposition from some of her congressional colleagues, Baldwin has remained steadfast in her commitment to LGBTQ+ equality. Her ability to find common ground and build bipartisan support for LGBTQ+ issues is a testament to her effectiveness as a legislator and her dedication to creating a more inclusive society.
